Redesign: 90% pleased

At long last we are happy "enough" with our html tomfoolery to leave our new banner in place. Yeah, there are some stray "corners" floating at the top of the page that we haven't quite yet figured out how to exterminate. Give us a day or two; the eyes have had it.

"I've seen worse" is the great retreat of the mediocre, but it will have to do for the moment.
